OK, starter for ten, this new-build is a police station somewhere in Europe. What is the significance of the line of purple flowers that take an angle?

I'm going for Belarus where a protester was beaten up while he was handing out flowers to signify a peaceful protest.

Yes, and yes.

The police station is in Belgium and the flowers are the international border.  It's in the totally barmy town of Baale Hertog which is in Holland, but divided and sub-divided into parcels belonging to either country, hence the border goes through shops, restaurants and houses.
The cop shop is in Belgium, the land this side of the flowers is Holland.
